Today, let’s spend 3 minutes getting you to completely understand this “customs-approved VIP warehouse” that operates “within the territory but outside the customs boundary.”

Simply put, a bonded warehouse is a special zone that is “within the territory but outside the customs boundary.” Once goods are stored inside, it’s as if they haven’t officially entered the country yet — you can defer duty payments and temporarily waive certain import licenses, giving businesses significant operational flexibility.

Its core functions are mainly three:

First, bonded storage for “time buffering.”

When goods arrive at port, there’s no need to rush customs clearance — they can enter the bonded warehouse first. As long as the goods remain inside, you can defer paying customs duties and VAT, and also temporarily waive import licenses such as CCC certification or mechanical and electrical import permits. This essentially provides businesses with a “financial cushion,” especially useful for situations where “the goods have arrived but the certificates haven’t been approved yet.” For example, we’ve handled many cases in Beijing, Tianjin, Qingdao, and Shanghai involving “research and teaching instruments that arrived at port but whose duty-free certificates hadn’t been approved yet.”

Second, simple processing for “value enhancement.”

Inside a bonded warehouse, goods don’t just “sit there sleeping.” Customs allows businesses to perform simple distribution-processing operations such as labeling, repackaging, and packaging within the warehouse. Third, international transit and distribution as a “logistics hub.”

Goods can arrive from overseas, be temporarily stored, and then be shipped directly to a third country, enabling efficient transit trade. What types of goods can be stored in a bonded warehouse?

Of course, convenience comes with strict supervision: bonded goods typically have a storage period of 1 year, with the possibility to apply for a 1-year extension under special circumstances; after completing release procedures, bonded goods must be removed from the warehouse within 20 days.
