Electronic Port Legal Representative Card Operations: Paperless Customs Clearance + Tax Payment Signing

In our last video, we covered how foreign trade companies can apply for customs import/export rights themselves.

Today we continue from where we left off. Many friends think they are done after completing their qualifications and receiving their Electronic Port card. In fact, there is more — there are two critical online agreements that must be fully completed before your customs declaration and import/export business is truly activated.

First: Paperless Customs Clearance Agreement Signing.

This can be processed on both the International Trade Single Window and the Electronic Port platforms. Let us use the most commonly used Electronic Port as an example.

Open the Electronic Port official website and insert the legal representative card to log in.

After entering the system, locate the paperless customs clearance agreement section, select the customs office for your company’s registration location, click to agree and confirm, and the signing is complete.

Key point here: sign once, valid nationwide.

You only need to sign this one time with the customs office where your company is registered. After that, it is valid for customs clearance at all ports and checkpoints across the country — no need to sign separately at each port.

Second: Customs Tax Payment System Signing.

This is primarily for foreign trade enterprises with import business. Once signed, all future customs duties and value-added taxes on imported goods can be paid directly online, and you can print electronic tax receipts yourself — very convenient.

The operation steps are also straightforward:

Log in to the International Trade Single Window, also inserting the legal representative card.

Find [Tax Processing] in the top menu bar, select [Tax Payment] from the dropdown, and enter the [Signing Management] interface.

Before proceeding, it is recommended to open the enterprise information first and verify that the company name and qualification details are all correct, then click on the tripartite agreement information to begin signing the agreement.

Key point here: Sign with the customs district where you primarily import goods through.

The system will automatically populate most of your company’s bank information. You only need to manually fill in the bank account number and click confirm.

Wait a moment and refresh the page — when it shows signing successful, everything is complete.

One additional tip:

After successful signing, all personnel in the company who hold operator cards can use the account to pay taxes by default.

For larger enterprises that want to restrict tax payment operations to specific personnel, simply go to [Business Permission Authorization] and set personnel permissions.

To summarize, easy to remember:

  • Paperless customs clearance signing: sign once, valid nationwide
  • Customs tax payment signing: corresponding customs district, sign separately

Both of these operations must be performed using the legal representative card — do not accidentally insert the operator card instead!
